Are there any restrictions to noise or running a self employed business out of a residence?

It depends on what kind of business I would imagine. Is your zoning specifially residential or agricultural. I've heard you mention it's 2 or 2.5 acres in the past. Generally, agricultural zoning will give you a pass.

Our neighbor has the tendency to start up his work day before 8am sometimes. Like today he was power washing @ 7:20am. I don't know what he's doing for a living, but I think he works out of his shed building stuff, lots of pneumatic tools and banging around.
I was just curious what kind of laws we have on the books.
The family is also anti-social, we've made several attempts at waving at them and they purposely keep their heads down. Fine, I'll respect your privacy I guess. So we've never officially been introduced.
I hate being that PITA neighbor that says "hey, I just moved here, keep quiet", but then again, it CAN an annoyance :( Especially with a newborn and a mom that values her sleep.
In the end it's a no win situation, so I'll just try to be tolerant.
Take them a pot of stew or whatever your best dish is. I had a couple of reclusive neighbors when I first moved in to my house last year. I solved the problem with baby back ribs & brisket I'd smoked in my backyard. I still credit that with inspiring one neighbor to clean up a nasty brush pile between our houses which had been there since the '07 ice storm. Can't hurt anyhow and perhaps you can gain a little consideration and respect out of your neighbor.
I hate to say it, but people move out to the country to enjoy the benefits and liberties of the same. In other words, you should be aware of where you plant yourself and what's likely to be there already waiting for you. Now, if your neighbors don't allow you the same leeway they allow themselves, then you have a problem, but it doesn't sound like that's come up yet.
Conan71's idea is a great one. When it comes to this sort of thing, you can get through to just about anybody with persistent kindness.

You can call the city offices and they can direct you to the right people. BA is excellent to work with. (You are in the city limits?) 7:30 am ?? might be a little early - I think quiet time ends before 8, but not sure.
And how long have they been there before you arrived?
People move to the country because they visit and enjoy the quiet, solitude, natural beauty, escape from urban blight, and want to enjoy them. And then they take all the things they hate about the city with them and tend to mess up the country. Lawn mowers and weed killers. As evidenced by all those little 1 and 2 acre "ranchettes" with McMansions on them.
Are you on septic? If so, it ain't gonna work right anywhere within BA city limits. The clay pan under the 10" of soil prevent proper operation. Well, maybe way down south at the Arkansas, but then, most of that has city sewer.
