Title: I need more water phrases

If I am going to fully discuss the river plan, I am going to need as many puns and familiar phrases as possible. Unfortunately, most of the ones I know are negative... Please help. I know we can make a great list together.

Examples...

This thing is dead in the water.
The idea is all wet.
It is up the creek without a paddle.
Let's see if it sinks or swims.

whatever floats your boat... you should dive right in and test the water to see if anyone can quench your thirst for knowledge....

It's a long, tall, drink of water.
You can always "throw a wet rag" on the discussion.

Not only are we loosing our property tax structure to Broken Arrow but now the river development plans shows we are losing the intelligent part of Tulsa's population with their "No Sale".  

Or if some cannot understand it it means "We aren't buying any boloney today".
