Ok, we have heard about how much money this will make ofr the City of Tulsa.
But, if it's COUNTY property then there would be no sales tax going to the city. Like the county fairgrounds. Right?
So, if it is being built on CITY property, how can they legally have a county tax to pay for it?
I expect if this passes then the CITY will annex the property so they can collect the taxes?
Is this how it is going to work?

Ownership and jurisdiction aren't the same thing. The Tulsa County Courthouse and the county jail are both within the city limits of Tulsa and subject to city sales tax, even though the property is owned by Tulsa County. The City of Tulsa owns Spavinaw Lake, but the lake is not within the Tulsa city limits.

That is within the city limits too.
I also wonder what there plan is to pay for the streets being fixed along the river. Kathy Taylor seems to have a lot of ideas to spend money - yet she always cries because the city is broke.
They have yet to unveil what this street improvement plan is and how they plan to pay for it.

Actually the fairgrounds is not in the city limits (or wasn't, not sure of the status now with all the machinations of "annexation"). It was/is surrounded by the city but was not annexed as part of the "city" of Tulsa prior to now.

Goodness lol. It will take months to get something going with that. I cant even begin to imagine how varied and complicated something like that will be. It will take a lot of study and work, lots of different ideas to throw around, figure out what will be best, different possibilities,etc.
People complain that things are rushed, then complain that things are taking too long lol.

The fair grounds, refineries, and the air force plant are within the normal incorporated boundary of Tulsa but have themselves not been incorporated (fairgrounds now have been, will be...whatever). Thus, they are "in" the city, but not part of Tulsa. To complicate things, the City of Tulsa has been granted some authority by the refineries such as police and warrant authority. So, though its in Tulsa and not part of the city, they can police it.
There are probably other things I'm not aware of (Federal Building, Bankruptcy Building, Post Offices?) Fun times all around.
