I'm confused... they are making the upgrades which will reduce emissions AND they are keeping the employees. Doesn't that pretty much equal a win-win for Tulsa?

Not only that but they overtly assumed the responsibility for past site damage. They specifically noted that. I would have preferred a tanker distribution operation but this saves more jobs and upgrades facilities. Few people felt like the refinery could ever be sold or closed because of the inherited cost of a century of operation. Unless this is a shell game that transfers those obligations to a company that has no hope of success and no assets to draw upon. From what I can tell this is a healthy company.
