I think the message here is if you're told you are allowed to be in the White House, no matter who is president, show up on time.  Maybe a few minutes early.

I try to show up to any appointment a few minutes early.

I bet if my appointment was with any member of the White House staff or the administration I'd get there early.

If I was an hour late, I'd expect to be told I missed my window.

I believe the children should consider themselves lucky.  They could be in serious trouble for wasting an hour of taxpayer money.  Hell, probably quite a bit more than an hour considering the schedule juggling I'd imagine goes on at the White House.

Those parents and guardians should be fined for the money they've cost me as a tax payer.

It is a non-issue if the White House version of the story is correct.
Whew, thanks for clearing that up. I will consult with you in the future when I think something is an issue.  :D
Someone get Hoss a pacifier.

If only there was some sort of party we could throw to show how upset we were about how our taxes were being wasted?  :P

If you're supposed to be someplace at an appointed time and you're late, all bets are off on whether whatever was supposed to happen will happen.

If I had a job interview at a certain time and showed up late, I shouldn't be expected to still be offered the position. The real world sorta works that way.
