Screening Ordinance?

I live in mid-town and across from a commercially zoned property with a two story parking structure.  The front of my property faces the parking lot/structure and until last week there was a fence, albeit falling down in places, screening much of the view of the parked cars and garage.  I am trying to locate the property owners to determine what they intend to do.  The real question is do they have to replace the fence or put up some sort of screening?  Do I need to worry that I will be forever looking out my front door at a parking garage, ugly lighting and cars?

I'm sensing you're going to get some type of response along the lines of "Feel free to put up your own fence."

I dont know the section number that requires a solid screening fence, but I can help with the light trespass:


"Lighting used to illuminate an off-street parking area shall be so arranged as to shield and direct the light away from properties within an R District which do not contain uses for which the parking is being provided.
Shielding of such light shall be designed so as to prevent the light-producing element of the light fixture from being visible to a person standing in an R District."

(Title 42, Chapter 13, Section 1303C. DESIGN STANDARDS FOR OFF-STREET PARKING AREAS, City of Tulsa Ordinances.)

Keep in mind that "shielded" refers to performance (not simply the presence of something called a shield). If you can see the source of the light (the lamp, image of the lamp in a reflector or a glowing lens) from your residential property, it isnt shielded and violates zoning.

Call the Mayors Action Center at 596-2100 and cite the above ordinance.

Patric, thanks for posting this.  I've been meaning to see what can be done about a nuisance light that I discovered the first night after closing on my house.  I was thinking about contacting the property owner first and suggesting an alternative fixture.  May ask your advise on that.

That's a good approach, Ive found that successful with neighbors if you are willing to absorb some of the expense.
If you could post a photo I could get an idea of what might work.
