Federal Grand Jury being called?

Is it possible for a Federal Grand jury, conducted by an out-of-state prosecutor, be able to look into the acts of the city employees without the powers-to-be clipping the investigation?

The case of bribery within the public works was settled on plea bargaining which would indicate the true facts would never be made public.   
Today we stand in ecstasy and view that we build today'
Tomorrow we will enter into the plea to have it torn away.

Word is the US Prosecutors from Eastern Oklahoma have flubbed too many cases.

Don't be surprised to see Sem Groupies rounded up through another jurisdiction....

Won't hear about the city employee with a house in Oologah that just had his roof replaced this summer for free, via city contractors, either.

MDepr2007....have a name?  I'd luv to pass that info on to some folks to look into if there is any truth to it...there seems to be a massing of public outrage over these incidents building and the media is chomping at the bit given the corruption and budget issues plaguing our city.
