In the sense that some Republicans have been saying it's Obama's fault, yes. A little over half of the reported incidents would be due to Bush, by their logic.

I love how this op-ed piece falls under the heading of news.  This would never pass muster in journalism school as a "news" piece. It's called "editorializing".  They need to file this under "Op-Ed" or "Horseshit"

Gallup: 75% of Americans Correctly Blame Bush for Bush Recession

According to a new poll from Gallup, three-quarters of Americans still remember that the financial meltdown happened on George W. Bush's watch.

However, just 19 months after the second greatest economic collapse of the past 100 years — and as a direct result of Republican efforts to rewrite the disastrous history of the Bush administration — a growing number of those surveyed said they are beginning to blame the Bush Recession on Pres. Obama. According to Gallup, in July 2009, only 32 percent — roughly the same number who self-identify as Republicans — blamed Pres. Obama. Now that number has risen to 50 percent.

Not unlike the 75% of the American people who blamed Carter for the recession that happened a couple of years into the Reagan administration......

Hmmm.  Republicans.  Wanting to have it both ways.  Per usual.  Insisting that a partisan agenda-driven conservative activist media is "fair and balanced" while bemoaning a "liberal" MSM.....

And now these same people have decided the recession that preceded Obama's inauguration is actually his fault?
