Can Neighborhoods Adopt their Local Pool?

With our decreased operating budget its very likely few if any pools will open this year. My question is can neighborhoods adopt their local park/pool?

The way I see it working is neighborhoods take on the day to day operating costs of the pools like water, lifeguards, chemicals, electricity, while the city pays for the larger maintenance issues. This lets the city have a smaller overall budget and fewer expenses, and lets the neighborhoods enjoy having a pool again.

It's a great idea.  I would imagine the city might be open to it, with the major hangup being insurance/liability.  But surely there could be  a program in place to clear this sort of thing up.

City of Tulsa is also having a fundraiser, called Break the Ice, I believe. I don't have any information with me at the moment, but certainly something to look into.

I would suggest checking the people in the Lortondale area since they run a couple of pools in their neighborhood. Also do a survey in the area around the city pools to find out how much real interest and willing involvement there is.
