Probably set up in the agreement that they had to use some product in some way to create the one job it created.  So many hands in the writing of these things that someone was probably drunk and suggested "let's provide some of them with blackberries and see if anyone notices.".

I remember the "Laptops for the homeless" program proposed under Clinton. 
The funniest thing was the SNL or MadTV skit that was done on it.  They asked homeless people "What's on your MacBook?"  One of them replied "a booger."

I remember I about fell of the sofa when I saw that.
