Shocking deterrent for thieves

The state of Illinois wants to make sure copper thieves get more than they bargained for:

...but I guess this wouldnt work in Tulsa, where copper thieves stole the wiring in a PSO substation at 66th & Lewis yesterday around evening rush hour.

Yeah, maybe more security lights would help, right...
