Dog Barking Ordinance..Ft. Worth...good idea?

I would vote for it..people who don't shut their outdoor dogs up at 11pm-6am or so need to be fined...its my pet peeve...

My ex-neighbor left town for a week and left her dog outside, the damn thing had a nervous barking issue.  After the first night, the dog got used to a steady diet of cheesy benadryl treats.  Slept like a baby the rest of the week...both of us.

I have a neighbor with two dogs (German Shepherd and a Shepherd/Collie mix) and these dogs are loud.  They get started and my other neighbor to the side's dogs begin (Lab and a monstrous Basset Hound) start in as well.  I can't go outside without hearing these damn dogs go on and on and on an on.  20 minutes in some cases.  I've learned to ignore them but when my nephew comes over to help out with the yardwork it kind of freaks the poor kid out.

He made mention of putting down some water for these dogs.  I'll leave to everyone's imagination what he said to add to the water.  I did not approve...
