Ethics vs Retired City Employees

The new ethics ordinance was changed to "a direct or indirect interest, or relationship not shared by the general public.........."

To any reasonable person, retired pensioned employees of the city would maintain both a direct and indirect interest inherent by the years of close connections and their pensions to the operations of the city.  Because of this they, by the human nature factor, would show a preference to the city and a bias against the citizens.  

Assuming this is true would those retirees on the council be subject to removal under the broad interpretation of the council's new rules of order?
