American Parking...any authority?

Anyone know what kind of authority American Parking has?  Someone I know has a lot of tickets with them and they are threatening to tow or boot their vehicle.

Question is...can they really do that if it's not on their property?  I can't imagine that they can just boot a vehicle parked on a public space or other.
