I frequent River Parks at least 4 evenings every week.  Jog, walk etc.  The area around the 21st street bridge is plagued with homeless people for some reason.  Yesterday it seemed to be drunk Native Americans.  I was actually face to face with a drunk Indian.  I would tried to go around and was blocked two or three times before I could get around this person.  This person was reeking of alchohol and blowing it in my face. My wife was waiting in the parking area and saw them also try to block other runners on the trail.
We see this happen quite frequently.  Most of the time they are just making a lot of noise on the sidelines so to speak.  Which is also a form of harassment.
I have to say in the past you hardly ever saw a patrol car in that area. This summer it seems to be better though.  There is an officer on a 4 wheeler that I seem to see every evening.  I appreciate this very much.  In fact I spoke to him last evening about being accosted on the trail.
What I would like to stress is that there are several children's playgrounds along the River Parks Trail.  We do not need our children subjected to the kind of behavior that I personally have witnessed on the trail.
Thanks
