Solar Flares?

Odd multiple power outages from about 5pm to 7pm (July 11), in my area it was between I-244 and 41st streets.
There was high sunspot activity but PSO is saying copper theft, which is curious given the large outage area and the fact that it was about a dozen back-to-back failures and restorals.
