Dog Walking Etiquite

Heres my situation,I am watching a full grown female rottweiler,for a friend of mine ,as I do whenever she goes out of town.She owns a new townhome in the suburbs of Minnepolis.Well Before I attempt to take this dog for a walk 2 times a day around park across the street.I always look to make sure nobody else is out walking thier dog.Its a circular park,with a paved path,and usually everyone walks in one direction.Well today I look out and all clear,so we begin our quarter mile sniffing filled journey around the park.Then out he comes,The typical arrogant Minnesota jerk with the little ankle biter dog walking opposite direction,we were halfway around and I had to turn around and go back,Ive dealt with this idiot before,and I think he purposely does this.Now this rott is very gentle,but its in thier nature to dislike smaller,rabbit sized dogs.So trying to avoid a scene,we turned and went back.Now im going to begin plotting a plan that will change yankee boys attitude!Any ideas would be helpful.I would never harm his dog,Im a big animal lover,but I would love to put this jerk in his place.
