Taxes for school endowments

This thought occurred to me the other day while the state tax cut debate was roiling.  Why don't we use some tax money, like the extra oil revenues, to endow our schools.  If colleges can do it for professors and programs, why cant we do the same thing for high schools, middle schools, etc.  Then once the endowment is funded eliminate that much tax and never have to worry about it again.  You could even get rid of many taxes by investing in endowments in this way thus slowly reducing the tax burden on people and funding programs at the same time.

 Why not invest our taxes and make them work for us instead of us working to pay taxes?  Especially when we are having tax surpluses, that would seem to be the best time to do such a thing.  

 1 million dollars can fund 20 teachers a year with a pay of 50,000

 1 million can fund 25 teachers a year with a salary of 40,000

 Either way would ba a raise for the average teacher in Oklahoma.

 Say there are about 39,500 teachers in Oklahoma.  The endowment (increasing at an average 5% rate) would only need to be about 2 billion, and we would never have to worry about teacher pay in this state again.  

 Once you have that funded, move on to the next item and slowly eliminate the taxes that are currently used to fund them once and for all.  

 Wouldn't this be a wiser way to give tax cuts and fund our schools?
