I believe, upon examination, the gift of the collection was to remain open to the public, without charge, also it contained one half of his oil rights to maintain the collection.  (cited as ½ of his wealth)

I would assume that someone already has burned the history book that contained the agreement of transferee of the collection.  

I am unaware the bond issue was to pay off debts but was to rebuild the building to remove any resemblance of his intent to show that the building and its contents held the intelligent factor of the native American.  There was many thing not displayed made by world wide natives, in the collection also.
