INCOG and the stimulus

It appears that the stimulus plan directs that 40-45% of the highway funds be directed to the Surface Transportation Program.  With 55-60% going to state government.

The Surface Transportation Program is flexible to all modes of surface transportation and I believe gives much more control to councils' of government, i.e. INCOG.

COG's tend to be more progressive with their planning and expenditures.

What do you think will happen?

O.K.  Actual percentage to the COGs will be 30%.

When one tries to negotiate a route along the miles of orange barrels that line the Tulsa Streets and can count on the fingers of one hand the number of workers on such street projects, is it possible the granting of stimulus money will allow the expediting of street repairs by hiring more workers?  Or will we just build a high speed rail system to expand the population in the suburbs?  Or will it be used to expand the perks and pensions of government employees?

In 1943 Roosevelt capped all increases, after making work for the jobless.   Before we start to spend the stimulus should we make sure it trickles down to those who need it?
