New City Council Election Terms

Does anyone know when the staggering of the new 3 year city council election terms begin?  Is it immediately.  Assuming it is, does that mean that 3 of the districts are up for relection again next year (2010)?  Which ones?  What is the mechanism used to determine the rotation order (maybe its just 123, 456, 789)?

Starts with the next cycle in 2011. It's something like 1,4,7 get 1 year terms, 2,5,8 get 2 year and 3,6,9 get 3 year.

Hmmm it will be interesting to see what special interests come out to support one year termers.
