I agree completely.

The First Amendment allows free speech, but the Supreme Court has long said that no one has the right to yell "Fire!" in a crowded theater. Just because you have a constitutional right doesn't mean you can use those rights recklessly or indiscriminately.

Then could you find me the statute that says shooting into or across a public river is prohibited? The county sheriff didn't arrest anyone, the lady's insurance paid for the damage and the only comment made was they were legally discharging their weapons. I don't ask for a frenzy of regulation, only that a public river with floaters, swimmers, and nearby suburbs be protected from legally discharged weapons miles away. Is a buffer zone too much to ask?

We have the right to assembly but don't allow campaigning near a voting booth. We prohibit bars and sexually oriented businesses from locating near churches and schools. We don't even allow using guns to shoot gar in the river. Isn't it reasonable to expect to float down a river without dodging bullets?
