Heller Park Neighbors meeting, and some questions

Heller Park Neighbors (http://hellerpark.blogspot.com/) are planning a meeting tomorrow at 7pm, at the Southbridge office park located @ 1719 E. 71st St.  (NE corner of 71st & Utica).  email Jamie Belger, info@hellerpark.org for more info.

1) biggest thing on the agenda is drumming up support to formalize the process of becoming a full-fledged Neighborhood Association (as well as more support / awareness of the group and concerns in our neighborhood)...although that brings me to my first question.  Outside of registering w/ the city (http://www.cityoftulsa.org/community-programs/neighborhoods.aspx) what else would a group need to do?

2) the biggest concern that i would like to raise is discussion on what to do after my wife and i witnessing what we're pretty darn sure was a drug deal, and then people using drugs at heller park.  ...not cool, and certainly not activity we'd like to have going on at our park.  ...report to the police?  talk to the mayor's action line?  talk to our councilor?

3) one thing i know would at least help, some, is improving of the park itself.  the grass is all knee-high, there's trash everywhere...
it'd be nice to organize some sort of community volunteer cleanup.

i'm curious about the Tulsa Beautification Foundation Matching Grant Program

have other neighborhoods done this?
is there someone i can talk to about the experience and what needs to be done?  i'd like to see what we can do about starting a community garden at the park.

...even if we decide to do this w/out the grant, would we need permits or permissions from the City of Tulsa?
