Fewer police on streets?

There was a comment on a news website from someone representing themselves as a Tulsa police officer,
who was upset that last weeks recall of 50 laid-off officers was just being used to re-activate specialty squads instead of put police on streets patrolling.

His comment seems to indicate that, as a result of re-stocking the specialty squads with officers that had been on patrol, that there are actually fewer police on patrols now.

Can any of the officers here shed some light on that?
