TW: Central library rebuild planning set to begin

The hoteliers rebuilding city hall are supposed to have a plan to extend 5th street to their hotel.  That will benefit the library even if they don't pay anything.  Maybe find a way to do some landscaping and keep that entrance open since it should be a nice plaza.

Extending 5th St through the Civic Center Plaza: That will be a huge improvment IMO.
