The appealing of the court decision enhances the possibilities that the referee of the OSC will remand the action back to the district court or assume original jurisdiction over the instant case of recall.  
This increases the chances that the plaintiffs will prevail by as much as 50% and collect the cost of defending the action. IMO

The federal constitution is the law of the land.  The charter in many incidents prevail over state statutes in things of local concern thus it became the law of the city. The charter defines the comparing of signatures;  rebuffed by presumed inaccurate interpretation in "that is not the way we have always done it."

The change of venue through the appeal process can be no more than a plus for the councilors that are fighting for their political futures as representatives of the voting public.

The people of OC have long referred to the city of Tulsa as the state of Tulsa.  There is a strong possibility the city of Tulsa will find no favoritism in the OSC.  There could be a new sun on the horizon.

It would be quite interesting to be aware of what the title of the petitions included that was presented to the signers.
