State Lottery To Fund Education?

Either I am one of the dumbest turnips to fall off the truck or something is very wrong with this picture..........

My understanding of the State Lottery Vote and subsequent approval was that this was going to fund education... And prevent any shortfalls in the Tax Base that supports Schools in Oklahoma...
