Democrats vs GOP......City/County level

I have a question I guess.  Is there a difference between Democrats and Republicans on the City or County level?

Because I honestly don't see much of a difference, outside of the fact that Republicans pick a lot of fights, call everyone else a "good-ole-boy", proclaim their Christianity, and grand-stand a lot.  

On the City or County level, are Republicans just really obnoxious Democrats?  Or is there some more tangible difference between the parties?
