The title of the article seems a little misleading.  They aren't blaming him for global warming.  Just blaming him for not doing anything about it.

"Six former heads of the
Environmental Protection Agency — five Republicans and one Democrat — accused the Bush administration Wednesday of neglecting global warming and other environmental problems."

But the article is not all business.  It has a little humor in it.

"Three former administrators did not attend Wednesday's ceremony:
Mike Leavitt, now secretary of health and human services; Doug Costle, who was in the Carter administration, and Anne Burford, a Reagan appointee who died last year."

I would hope global warming wasn't so bad that it would raise people from their graves.

On the issue of global warming,  I just finished reading a book by Isaac Asimov.  By his calculations we should be heading toward a period of an Ice Age.  Obviously we are not heading that way.  And he mentions global warming as the probably culprit.  Even though the extra carbon dioxide is only a small amount, it is enough to throw off the delicate balance.  The Ice Ages promote life on Earth by oxygenating the water.  The book is called Quasar, Quasar, Burning Bright.  Published in 1977 but still worth reading.
