Parking Meter Time Limit Downtown

I heard on the news that the City is going to start enforcing a two hour time limit on parking meters downtown today. The news said several businesses downtown have complained.

Is it really the businesses complaining or someone else? It sounds like a good way to crowd everybody into parking lots for more lot revenue, especially since the City owns a few parking garages downtown.
