Where was the Secretary of State?

In the past array of pictures of the governor's inauguration I failed to find the secretary-of-state among the celebrants on the screens and news papers.   Does anyone know what happened to this necessary guest?  
Today we stand in ecstasy and view that we build today'
Tomorrow we will enter into the plea to have it torn away.
