Websites vs. ISPs. High-tech showdown?

I got an email this morning talking about proposed legislation that would allow the ISPs to charge certain web hosts more than others to get more bandwidth and faster speeds.

Currently, all web traffic is created equal (not the customers, we already have a tiered system...).  That is to say: every packet of information traveling through the internet is treated the same (once it gets past the limitations of your home or business connection).

The issue is something called "network neutrality," and there is a debate about whether all web traffic should be treated equally or not.  I think there are good arguments on both sides.
