Yea, that's what I was thinking too. I drive through Jenks almost daily and noticed that on I think Tuesday, they put up a big billboard sign in front of the development. At the time, you could see the rendering of the development on the sign, but when they finished later on in the day, they covered it up with some black overlay...but you can see one of the corners where a part of the black overlay came off.
