Tulsa ordinances regarding leaving flyers, advertisements, free newspapers, etc.

Does anyone know if Tulsa has any ordinances regulating the handing out of flyers in residential areas? I get them regularly for new roofs, lawn care, etc. Sometimes they're stuck on the front door, sometimes they're blowing all over the neighborhood, so I don't know where they were left.

If these are put in a conspicuous place while you're out of town, they serve as a notice to burglars that the owner's of the house might be away. Same goes for the newspapers that get thrown on the driveway or in the front yard. (Not subscription papers, but the free ones.)

I searched online but couldn't locate any regulations that would govern these things. Anyone know?

Don't think that these post's do not make a differance. This one inspired me to call the Broken Arrow ledger and put my address on the do not throw list. Every week they throw a free copy or two or three in my driveway and I am just tired of picking it up and throwing it away. I do not read it, do not want to read it and certainly would not subscribe.
So thank you for switching the light on in my head so I would remember to do this.

Good for you. Here is a BA ordinance on the issue to help you out:

Sec. 16-20.  Promiscuous distribution of handbills and circulars.
(a)   Definitions.   
(1)   Commercial handbill  means any printed or written matter, circular, leaflet, pamphlet, paper, booklet, or other printed or reproduced original or copies of any matter which advertises for sale any merchandise, produce or thing or which directs attention to any business or commercial establishment or activity for the purpose of either directly or indirectly promoting the interests thereof by sales. 
(2)   Noncommercial handbill  means any printed or written matter, circular, leaflet, pamphlet, newspaper, magazine, paper booklet, or any other printed or reproduced original not included in the definition of commercial handbill. 
(b)   Placing handbills in or upon vehicles prohibited.  It shall be unlawful and a class [C] offense for any person to attach, distribute, deposit, place, throw, scatter or cast any commercial or noncommercial handbill or circular in or upon any automobile or other vehicle. The provisions of this section shall not be deemed to prohibit the handling, transmitting, or distributing of any commercial or noncommercial handbill to the owner or occupant who is willing to accept the same. 
(c)   Distribution of handbills on uninhabited or vacant private premises.  It shall be unlawful and a class C offense for any person to distribute, deposit, place, throw, scatter or cast any commercial or noncommercial handbill or circular in or upon any private premises which are uninhabited or vacant. 
(d)   Distribution of handbills where prohibition properly posted.  It shall be unlawful and a class C offense for any person to distribute, deposit, place, throw, scatter or cast any commercial or noncommercial handbill or circular upon any premises if requested by anyone thereon not do so or if there is placed on said premises in a conspicuous place near the entrance a sign bearing the words "No Trespassing," "No Peddlers or Agent," "No Soliciting," "No Advertisements," or any similar notice, indicating in any manner that the owners or occupants of the premises do not desire to have their privacy disturbed or to have commercial or noncommercial handbills or circulars left on the premises.
