Using a Nikon D40 doesn't hurt.  Next game I go to I'll have better glass (longer zoom) and I'll take the photo from the top level of the garage at 1st & Cheyenne.

You may want to consider a locally available "tripod" like a car roof, utility pole etc with the longer lens.  Does the D40 have image stabilization?  My (point and shoot 6x optical zoom) Canon A710is does but it drops out for really long exposures required for low light.

In Nikons the image stabilization is done in the lens, not the camera body.

I've got a tripod I keep in the car trunk.

This new lens I'm getting does have IS; Nikon calls it Vibration Reduction (VR).  I'll likely use the top of my car and park on level 6 of that garage.  I may just get out the tripod.  I have a remote for the camera as well.

And Swake not all Nikon lenses have VR.  The 18-55 that came with mine as a kit is not a VR lens.  This new one however, does have it.  Can't wait to try it out; it's on the UPS truck right now to be delivered today.

If you go over a few blocks by the Williams buildings you can get a great straight on shot. 
It's hard being a Diamond in a rhinestone world.

I'm looking forward to a crystal clear shot.  The moon is nearly full.  That should help the buildings show some detail but still allow the lit signs to show well, I think.

You can see it on the far away downtown shot that KOTV uses during their newscasts...usually before the weather.
