It began when Ronald Reagan was governor in 1978 and pushed through Proposition 13 -- a major tax reduction that also instituted the requirement of a 2/3 majority....

Huh?  And I thought it was the massive tax (almost 10% on income, between 8.75% and 10% on sales) increases, "use" fees, license fees, inspection fees, environmental restrictions,  exodus of business, inflated land development costs,  thousands of new state government funded programs, massive unemployment (11.5%), illegal alien education, health care and incarceration ($10.5 billion each year).

Had no idea it was Regan's fault for lowering taxes and requiring a 66% majority vote.

I don't know Gweed, FOTD may have something here.  I am a firm believer in the butterfly effect and multi-worlds theory. 

I understand that if James Stubbs, HVAC technician,  had not dropped a screw from an air intake cover grill back in 1998 while working on an air-conditioning system in the White-house, and had not retrieved it using a telescoping magnet, a small cloud of dust and allergens would not have been dislodged, traveling through the system to the oval office where they caused the then "sitting" president to sneeze at a very inopportune time resulting in the debasement of one blue garment.

James Stubbs is responsible for the Lewinsky scandal and he needs to be held accountable.

If I were you, you should probably start with training guerrilla's in Afghanistan.  However, that was while he was President.  But if you started there I bet you could get a whole lot closer.
