The building is the former Midland Valley rail depot and the sea of asphalt are the former rail yards. There were no buildings there historically. It's an ideal spot for infill or for extending Greenwood Avenue southward to increase connectivity.

I thought the TDA was working with a developer to build in the empty lot just west of Utopia on Franfort: mixed use retail and residence.

To the east Micha has plans to infill on 3rd moving west from "the Bend"

Thanks for the correction.  I just made an assumption based on our typical past/current destructive behavior!
