Feels like this was done to specifically send it to the Illinois Supreme Court.

One clause in the residency requirements specifically addresses residency for someone who is gone for service to the US government.  Probably pointed at military service, but could certainly apply to working in DC.  I guess....

I'm going to make a guess here, yes if you are in the military you are taxed by the fed and your home state of residence before entering the military. But since he was not in a military capacity and he was working in and getting paid in DC, he would have to file DC taxes and a federal tax return, which I'm guessing would make him a resident of DC. He also lived there as well, unless he flew home every night to Chicago.

If you lived in Nowata and worked in Coffeyville, you would still be an Oklahoma resident.  You would have to pay Kansas income tax.  You would also have to report it on your Oklahoma income tax return, but would be exempt by that amount from OK tax.

Lots of people do that kind of thing and where they claim their home is can be very loosely interpreted.  Couldn't care less about him, but he owns property, bought even more and has made all the "right" moves and sounds to be Illinois resident.  We shall see.  I think it is more about who pays the judges the most to get what they want.

Well, I don't care if he runs either way.  Maybe this means Sullivan isn't really an Oklahoma resident.  I mean he spends most of his time in Washington and Rehabs in California.  But if you let Rahm run, then who is to say you don't buy a few houses in a few states and work in Washington for 10 years as a lobbyist and then run for Mayor, etc.  Obviously this isn't what he is trying to do.
