Cox already monitors it (I know of someone who has had their cable cut off over it).  Even if they change their protocols, people still find a way around it.  First it was P2P, now it's Torrents.  This time next year, they may come up with another system to beat the system.  Not that I'm advocating the full on use of pirating, but it just seems stupid to me that you can record it with a DVR and watch it whenever you want, but if you download it to do the same it's illegal, even if it's on a channel that is publicity broadcast

They only monitor if you are serving up torrents as a seeder (no giggling now).  If you download it, they didn't go after you.  This indicates now they will start doing that.  Cox sofar though isn't on the list of ISPs that has bought in.  Yet.

Cox does indeed go after just downloading especially on there mid and high tiers. Not only do they monitor downloads they will shut you off even when downloading legally shared materials.

Granted when they come out and you prove you where downloading torrents from evil sources like TU and Ubuntu they might turn your services on for a small little $25 electronic re-connection fee. That on a business account with supposedly no restrictions. Oh Sure you can run an FTP server for clients to upload and download collateral. Three weeks later, all incoming ports are blocked come to find out it was against there TOC. Yeah Cox stinks, ATT stinks and sadly there is no real alternative.

Only go after downloading of torrents that way.  I don't seed, nor download torrents and don't have the need to.

Like I said, I like to grab shows that I missed.  Oh, and had to grab the avengers so I could make a gif from a few frames  ;D
