Per Tulsa World:

QuoteJENKS  -  Nightclub manager Steve Kitchell was arrested early Sunday on accusations that he assaulted the police chief, who was conducting surveillance in the parking lot where people had gathered during a "Girls Gone Wild" event at Kitchell's club, the District.

QuoteCity Attorney Stephen Oakley said Police Chief Don Selle and Sgt. Rick Weaver were watching to see that there were no problems at the RiverWalk Crossing hangout. Although their vehicle was unmarked, Selle and Weaver were in full uniform, records show.

Selle stated in a police report that they observed a cameraman escorting young women in and out of a Girls Gone Wild motorhome.

"We did not see any security around the motorhome and were concerned for the safety of the girls who went inside and the patrons who were outside," he wrote.

"The windows and doors of the motorhome were completely covered so no one could see what was going on inside. We have been told inside this motor home is where the movies of naked girls were made."

Selle and Weaver reported that a driver of a pickup pulled up to the passenger side of their vehicle about 12:20 a.m. and blinded them with its bright lights for several minutes.

They asked Commander Paul Rinkel, who was in another patrol car, to see who was in the pickup and why the driver wouldn't turn off the lights.

Rinkel told them it was Kitchell and that he was filming them, Selle said.

Oakley said Selle and Weaver got out and approached Kitchell's vehicle. Weaver repeatedly asked Kitchell for his driver's license, but Kitchell reportedly refused on the grounds that he was on private property.

Weaver stated in a police report that Selle was shining a flashlight into the driver's side of the pickup. Kitchell then opened the door and got out "in an aggressive manner and walked towards Chief Selle, saying get that light off me," Weaver wrote.

Weaver stated that Selle backed up a couple of steps and that Kitchell kept advancing and then "swung or waved his arm towards Chief Selle striking the flashlight either in an attempt to knock the light out of Selle's hand or to cause the light to strike Chief Selle on the side of the head."

Weaver stated that he told Kitchell he was under arrest and attempted to handcuff him but that Kitchell asked him not to, saying he had a torn rotator cuff. Oakley said the officers linked two sets of handcuffs so that Kitchell's shoulders would not be as severely extended.

"We used two sets of handcuffs for Mr. Kitchell's comfort," Selle wrote. "At one point Mr. Kitchell said to me, 'Are you so desperate this is what it is coming to?' "

At the police station, Kitchell said he felt sick because his blood sugar was low, Weaver stated. Paramedics were called and found that Kitchell's blood sugar and blood pressure were elevated, so he was taken to SouthCrest Hospital in Tulsa, Weaver stated.

Once at the hospital, Kitchell was told that tests would have to be conducted, but Kitchell refused and had his wife pick him up, Oakley said.

Jenks police have submitted three complaints to the Tulsa County District Attorney's Office accusing Kitchell of obstructing a police officer, resisting arrest, and assault and battery on a police officer. He has not been charged.

Kitchell would not comment on the specifics of the complaints against him, but he said he doubts that he will be charged with anything.

"I think they're violating the restraining order the judge put against them," he said in reference to a previous ruling by Tulsa County District Judge Daman Cantrell. That ruling states that district court and not municipal court is the appropriate venue for requesting a revocation of the District's low-point beer license.

L.J.K. Investments LLC holds the club's license. Kitchell, who previously owned several clubs in Tulsa, is listed as its manager.

Jenks officials wanted to revoke the license, calling the club a public nuisance. Compliance checks at the club in December and March resulted in numerous municipal citations for the sale of beer to underage informants.

Kitchell said he's been doing Girls Gone Wild events at his clubs for 15 years.

"They come in the club and film, then make them into videos," he said.

Kitchell said he had never heard that women were being invited into the motorhome or that there was any filming or nudity there.

"As far as I know, it's just for the staff," Kitchell said of the motorhome. "I think the Jenks police are getting ready to get sued by Girls Gone Wild. Those are outrageous allegations, but that doesn't surprise me with the Jenks Police Department."

Kitchell said he and his attorney, Carl Hughes of Edmond, plan to ask for a grand jury investigation of the Jenks Police Department for alleged civil-rights violations.

"This has got to be stopped. It's out of control," Kitchell said of the police presence in the parking lot.

But because of their heavy-handedness, Kitchel is going to come out looking like the good guy in the harassment case.

There should have been a way to handle this within the law.

Heavy handedness? This is Don Selle in the middle.

Don't forget how many people have died or been maimed in this man's clubs. He's a menace.

If we can look the other way with inappropriate conduct *this time*
then where do we draw the line *next time* ?

Just to be clear, who's inappropriate conduct are you referring to?   Seems the officers behaved appropriately the entire time.

Honestly, with the kind of activity which has followed Kitchell throughout his 30+ year bar career, I can't blame the police for being on site.  In reality, the landlord should be providing more on-site security in the parking lot.

As for me, as long as that doosh has a place on the Riverwalk, I won't be patronizing anyone out there.  Hopefully the other merchants can put some pressure on the management company when they figure out they are losing revenue because people don't care to be the target of a stray bullet or encounter drunk 18 year olds in the parking lot.

Take a wild guess why Kitchell didn't want to have the tests done at the hospital.

Uh, huh.  Someone didn't buy that, or possibly the story about Kitchell assaulting the chief's flashlight with his wrist, so now former chief Don Selle has left for Hawaii and is being replaced by a former campus security guard.

Im not excusing the shenanigans at the Riverwalk, though, but it needed to be dealt with honestly and legally.
