Why would Kitchell be visited by ABLE?  His His mother's bars only serve low point beer to individuals over 18?   ;D

That's true.  That only falls under municipal auspices, doesn't it?

@rdj Yeah I can see that, but the agents I dealt with years ago (early 90's) just walked in like storm troopers flashed their badges and took over liked they owned the place. But I do agree it's overkill.

Without taking a serious position on regulation/no regulation, I'll just make an observation:

Isn't it funny that Oklahomans seem to hate government in a big way, but are absolutely addicted to bureaucracy.  As much as they say they hate it, what they really mean to say is "I wish I knew how to quit you."

It has always amazed me. 

Person 1: "I hate government red tape"
Person 2: "Hey I'd like to do XYZ"
Person 1: "Oh well you are going to have to visit the XYZ department of records and fill out 10X your body weight in paperwork and wait 4 years."
Person 2  "Woah that's brutal"
Person 1: "We prefer 'Kafka-esque' down here, sir.  Also, if you plan on doing anything creative or spontaneous, there are rules against it.  And dont even think about having fun."

Oklahoma won't give up ABLE because it regulates a sin (alcohol).  If it's remotely related to a religious stance, then it's the word of the Almighty and not government.
