How do you network?

Okay,

Lame question from the guy who has a social anxiety disorder. So I am back in town semi permanently and am working on rebuilding my businesses. I am working with the local colleges for writers, which is a great start. However I am having issues meeting with decision makers at local businesses, which I am sure steams from my lack of knowing how to "network."

Any advice would be wonderful.
