You might want to drop the "TNF" in your subject line since this isn't an official TNF function.  Just title it "Happy Hour for the masses" or something.

He is the self declared official TNF entertainment director, so any event he decides is a TNF event remember? I'm sure he will use the happy hour to train the not knowing on the tactics of professional trolling.

I would rather not go to a bar that allows smoking. That requirement and a wedding ring keeps me out of strip bars as well.
