How do you go about getting unlawful tickets off of the books? My staff has some that were given in loading zones with their car topper on.

I don't think you will be able to. IIRC the loading zones are posted as "Commercial Vehicles Only" and you have to have a Commercial Tag on the vehicle to use them.

Just one more problem with getting people to use their personal cars for commercial purposes - not to mention the questionable ethics of transferring business costs to the employee - but have had a couple of insurance agents tell me the insurance would be null and void in a wreck situation.

I knew someone years ago that had a wreck in his own car working for Dominos. Had a new car and totaled it and heavily damaged the other, he was at fault, and his insurance said sorry, "You're SOL!"

Title 37 says you have three options, one of which is a "business trademark" on it which a car topper is.

Most of our drivers are cyclist, I actually prefer that over cars. But these tickets are illegal by definition.

Looks like you are hanging your hat on 37.520.B.2.     All other sections require a permit - and that one requires the vehicle to be "operated solely in such business capacity.  If you can prove that the employees don't use the vehicle for any other purpose, that might apply.  But then it would seem to fall back under 37.520.A.

Looks like Catch 22.

Going forward, all ya gotta do is pay for permits for each delivery driver....  Surely you wouldn't make them pay for that??
