If you treat citizens like enemy combatants, you end up with combat.  While the guy maybhave been in the wrong, but The police clearly escalated the situation.  Albuquerque shoots multiple citizen every month.

The days of a cop on the beat are over.  Citizens are viewed as combatants.  Bad deal.
