but I don't think England is the flagship for Europe anyway. It has always been on the outside looking in from most perspectives. It has always been different.

Rather many look to the Nordic and low countries as examples. Highest per capita GDP, healthy populations, lots of vacation, high on the standard of living index, high on satisfaction indexes, low crime, high education levels, lots of personal freedom. Other models are the Spanish, French and Italian models - which readily sacrifice income for quality of life (shorter work weeks, longer vacations, etc.). Germany is somewhere in the middle of that spectrum.
