Refinery Break Even Point?

Have we reached the point in Tulsa's existence where the benefits in having refinery operations near the center of the city are outweighed by the costs?  There are superior alternative locations for industry of this type along the Navigation Channel. Without planning these industries will eventually close leaving a vaccuum of jobs and possible environmental messes.

I see the benefits as such:
  1. Employment
  2. Taxes
  3. Convenient fuel supply

I see a much larger list of costs to the community:
  1. Smelly air limits economic growth of surrounding lands
  2. Odors possibly health hazards
  3. Attractive nuisance as terrorist target
  4. Potential disastrous population loss if accidental explosions or gas discharges occur
  5. Potential water discharges into newly formed lakes

With some government/industry leadership couldn't we move these dinosaurs into a more efficient location and free up a huge area of the city for more modern development? How about trading land on the channel for the industrial sites on the Arkansas with the Feds helping in reclamation to sweeten the deal? We need the refining capacity and we could lead the nation by building a state of the art refinery along the channel.
