I think ideally, the best thing would be to build a bridge over the highway for the at grade crossings.

Should be cheaper, least interruptions to 412, and an effective way to build the project.

Not every county road is going to get a bridge over the highway and I would think parts of West Siloam Springs and Flint Creek will see the bigger issues with losing direct access to the highway. I can already hear people complaining that their road that crosses 412 is the most important road at there. The option is to build a service road that parallels each side of the highway.

It's going to take a lot of time, proposals, hearing and open debates to put it together. My guess is sometime around 2030/31 as the earliest completion time frame.
