Tulsa animal shelter

Last saturdays article in the tulsa world brought up some interesting questions concerning the animal shelter and the pit bulls being held for evidence.  

One question that could not be answered was are we euthanizing more stray animals(probably someones pet) due to less cage space.

The shelter has also decided to retain all animals that they deem adoptable for an additional 7 days in the shelter(after the standard 5 day hold)instead of releasing them immediately to rescue groups.  

It seems like feeding and caring for these animals 7 more days instead of releasing them to respectable rescue groups is costly to the city.

Does anyone have any experiences or comments concerning the practices of the Tulsa animal shelter.
