Taylor for BA?

I saw another Kathy Taylor billboard this weekend along the highway. Nothing out of the ordinary except it was at about 121st South and 161st East.  this is about 6-8 miles from the city of tulsa. This was on the turnpike headed towards BA. My only ideas are:

A. She thinks she can win by trying to corner the BA voters.
B. Lives in Florida and doesn't know where Tulsa ends.
C. Is trying to get the vote of Tulsans who spend their money in BA. (Pro-sprawl?)
D. Bought the cheapest ad space available.

Any other thoughts?
